Scott has more than 10 years of civil design experience throughout Washington State. From project engineer to construction inspector, Scott takes a hands-on approach to engineering serving local agencies, private developers and contractors. His technical experience includes Washington State Department of Ecology stormwater permitting and design, residential and commercial site development, private water system improvements and public utility design.

Martin has managed multimillion-dollar Capital Improvement Projects for the City of Bellingham and is exceedingly familiar with municipal processes and expectations. Project Manager and Landscape Architect
Scott has over 12 years of experience in site planning, lot layout, civil engineering design and landscape architecture. Scott is specialized in Low Impact Design (LID) stormwater management and bioremediation. This includes Civil Engineering and Landscape Architecture specifications and coordination between earthwork, utility installation, and landscape contractors. He has provided landscape planning and design of open spaces for residential, public schools, and commercial site development permit approval. Scott is an accomplished project manager and construction inspection.

Derek Holzl, PE
Senior Project Manager
Mr. Holzl has more than 40 years of construction management, construction contract administration, civil design, project management. Derek worked as Project Engineer/Project Manager for the City of Bellingham for a huge variety of road, bridge, building, pump, water tank and other major capital projects. This extensive experience means that Derek has been using WSDOT specifications for most of his life. Derek is familiar with local requirements/standards and specializes in construction and Construction Management. Mr. Holzl has also provided “Extended Staff” design, review and CM services for years for the City of Nooksack, Lake Whatcom Water/Sewer District, the Nooksack and Upper Skagit Indian Tribes.

Sheila Kluck, MS, PE
Geotechnical Engineer
Ms. Kluck is a solutions-orientated engineer with 20+ years of experience in geotechnical and geological engineering and geology. She has demonstrated expertise in field management, project management, operations, and safety. Her expertise includes slope stability, directing diverse drilling and logging programs, geotechnical investigations, vibration damage assessments with seismograph monitoring and geotechnical structure inspections, foundation design, mining, and hydrogeology. Her slope stability experience includes mapping, modeling, monitoring, instrumentation, data interpretation, and slope design. She works collaboratively across disciplines and team-builds to optimize results. She communicates concisely for informed decision making and advising stakeholders.
