Scott has more than 10 years of civil design experience throughout Washington State. From project engineer to construction inspector, Scott takes a hands-on approach to engineering serving local agencies, private developers and contractors. His technical experience includes Washington State Department of Ecology stormwater permitting and design, residential and commercial site development, private water system improvements and public utility design.

Dave worked as a Civil Engineering Technology Instructor for the Bellingham Technical College working as the co-chair on their initial accreditation.   Dave then served as the Assistant Public Works Director for the City of Blaine including private development review, construction inspection, and coordination with Blaine city council. Dave is the founder and president of the Washington Polytechnic Institute Bellingham, WA, a four-year private engineering college.  As president, he oversee all college processes including; administration, facilities, permitting, curriculum, staffing, and faculty.  See www.wapoly.org for further details.

Martin has a proven track record of managing teams of multi-disciplinary consultants during his 18-year tenure at the City of Bellingham as Project Engineer. Project Manager and Landscape Architect


Scott has over 12 years of experience in site planning, lot layout, civil engineering design and landscape architecture. Scott is specialized in Low Impact Design (LID) stormwater management and bioremediation. This includes Civil Engineering and Landscape Architecture specifications and coordination between earthwork, utility installation, and landscape contractors. He has provided landscape planning and design of open spaces for residential, public schools, and commercial site development permit approval. Scott is an accomplished project manager and construction inspection.

Sheila Kluck, MS, PE

Geotechnical Engineer


Ms. Kluck is a solutions-orientated engineer with 20+ years of experience in geotechnical and geological engineering and geology. She has demonstrated expertise in field management, project management, operations, and safety. Her expertise includes slope stability, directing diverse drilling and logging programs, geotechnical investigations, vibration damage assessments with seismograph monitoring and geotechnical structure inspections, foundation design, mining, and hydrogeology. Her slope stability experience includes mapping, modeling, monitoring, instrumentation, data interpretation, and slope design. She works collaboratively across disciplines and team-builds to optimize results.  She communicates concisely for informed decision making and advising stakeholders.

Tyler Brady

UAV/Drone and Engineering Technician


Tyler is a Senior in the Civil Engineering Technology Bachelor's Degree program at Washington Polytechnic.  Tyler has worked in the industry while taking classes since 2018.  Tyler is trained as a LIDAR Data Processing technician and holds a FAA Licensed Drone Pilot License. In addition, Tyler has (3) years of construction staking and site surveying experience with Trimble GPS and Robotic Total Station equipment.

Jackie Goodall is the Office Manager at Impact Design. She has over 15 years combined experience in paralegal duties, banking, invoicing, HR and customer service. Jackie has worked in many collaborative team environments and has successfully managed both big and small teams of employees.
